Request for Proposals: Legal Services for Older Iowans

NEI3A is seeking proposals to provide quality legal advice, representation, and referrals to Iowans aged 60+ with the greatest social and economic need in 18 counties.

Services must include:

  • Legal advice and representation in priority areas include legal assistance related to income, health care, long term care, nutrition, housing, utilities, protective services, defense of guardianship, abuse, neglect and age discrimination. 307.(a)(11)(E).

  • Community legal education targeting older Iowans focused on the priority issues above.

  • Outreach activities to ensure effective reach to the target population

Proposal Deadline: May 15, 2025, by 12:00 PM
Contract Period: July 1, 2025 โ€“ June 30, 2026

Request for Audit Proposals

Northeast Iowa Area Agency on Aging, Inc. and its Affiliate are seeking proposals for a three-year governmental auditing contract. Audits must be completed by October 15 each year for fiscal years ending June 30.

Person-Centered Funding Program

NEI3A offers a Person-Centered Funding Program that helps older adults remain in their homes and communities rather than move into institutional care. This program is designed to support:

  • Older adults with the greatest economic and social need
  • Older adults who are frail or at risk of institutionalization
  • Older adults and adults with disabilities
  • Family caregivers

Through this program, NEI3A purchases home and community-based services from its network of contracted providers. Consumers have the freedom to choose any provider that is both contracted and able to meet their service needs.

Services available under a monthly purchase plan include:

  • Homemaker Services
  • Nutrition Counseling
  • Personal Care/Home Health Aide
  •  Personal Care/Skilled Nursing
  • Respite Care/In Home
  • Respite Care/ Out of Home
  • Material Aid/Assistive Devices
  • Material Aid/Home Repair/Adaptations
  • Assisted Transportation
